The San Diego County Water Authority is an independent public agency that serves as San Diego County’s regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 23 member agencies serving the region’s $268 billion economy and 3.3 million residents.

The Water Authority is executing a long-term strategy to diversify the region’s supplies, make major investments in the region’s water delivery and storage system, and improve water use efficiency. The Finance Department

The Finance Department is responsible for supporting the mission of the Water Authority, the Board of Directors, management, employees, and other stakeholders by providing innovative, proactive, and strategic financial management. Central to achieving this mission is ensuring adequate internal financial controls are in place and financial reports are accurate, timely, and in accordance with accounting standards.

The Ideal Candidate
The ideal candidate is familiar with government accounting procedures, understands the accounts payable process, and has experience with enterprise resource planning (ERP) accounting software (Peoplesoft desired). This role requires interaction with all Water Authority departments to ensure accurate preparation and maintenance of financial transactions. The selected candidate will collaborate closely within a team dedicated to providing exceptional customer service to the organization.

The Position

SALARY
Accounting Assistant I:  $27.92 – $37.55 hour ($58,075.68 – $78,106.08 Annually)
Accounting Assistant II: $32.28 – $41.47 hour ($67,350.40 – $86,265.92 Annually)
The position may be filled at either level, depending on candidate qualifications.
The Accounting Assistant I/II is responsible for handling accounts payable processing and may also support the compilation of various financial and statistical records. Duties include preparing adjusting entries, classifying data in accordance with established accounting systems and GAAP, generating accounting and statistical reports, and posting and balancing entries in journals and subsidiary ledgers.

REPRESENTATIVE DUTIES

  • Implements and maintains internal accounting for Accounts Payable function, policies and procedures to ensure adherence to the agency’s guidelines.
  • Reviews accounts payable invoices, employee reimbursements and purchasing card statements for required approvals, accuracy and completeness and compliance with Water Authority guidelines; works with departments and vendors to resolve discrepancies and invoicing issues; makes adjusting journal entries to correct errors identified; reconciles monthly vendor statements.
  • Reconciles and prepares periodic check runs.
  • Compiles and prepares periodic financial schedules and reports such as the Sales and Use Tax Report, Lobbyist report, Annual Employee Expenditures report, Fuel Tax report and SB542 report.
  • Assists in generating and mailing annual vendor 1099s.
  • Prepares year-end accrual entries based upon unpaid invoices; notifies Purchasing of open purchase orders to be carried forward into the next fiscal year.
  • Performs monthly reconciliations of assigned accounts.
  • Participates in a variety of departmental tasks for cross-training purposes.

Optional Hybrid Work Schedule:
The Water Authority has embraced a hybrid work schedule to offer employees flexibility and work-life balance. This position offers the option to telework 3-4 days per week, with an onsite presence required for 1-2 days each week. Employees authorized to telework must be able to report to Water Authority facilities as needed, depending on the operational needs of the department and/or area of assignment. Additionally, employees assigned to work at the Kearny Mesa office work a 9/80 schedule, where the entire facility is closed every other Friday. The successful candidate may be required to work primarily onsite before establishing a hybrid work schedule to learn the position’s responsibilities and to ensure completion of work assignments and meeting deadlines.

Qualification Guidelines

The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

Accounting Assistant I:  Equivalent to the completion of the twelfth grade supplemented by one year of experience performing financial or statistical recordkeeping duties.

Accounting Assistant II:  Equivalent to the completion of the twelfth grade supplemented by two years of experience performing financial or statistical recordkeeping duties.
