About Oceanside’s Water Utilities Department & the GIS Team
The Oceanside Water Utilities Department is an innovative and forward-looking organization whose goal it is to ensure ongoing access to safe & affordable drinking water, reliable wastewater collection & treatment services, and environmental sustainability by maintaining top talent, resource resiliency, dependability, and system efficiency.
The Department is accepting applications for current and future vacancies for the position of Geographic Information Systems (GIS) Specialist. The GIS Division delivers a comprehensive citywide geographic, imagery and geolocation service to all departments across the City; and provides geospatial support to the City asset management enterprise system. This Division is critical for supporting City officials, developers, and citizens with relevant and accessible geographic data to assist in planning and decision-making. The GIS group is overseen by the Principal Water Engineer.
The GIS Specialist is a contributing member of the City’s ever-evolving GIS system. The GIS system allows end-users including City staff and the greater public to access a wide range of user-friendly maps and integrated geographic information. The GIS Specialist is involved in the production of map visualizations, geographic analyses, database management, and modelling in support of citywide services operations, economic development and asset management. This Specialist may also be assigned to work on special projects or programs as required by the Water Utilities Director and Principal Water Engineer.

Empower policymakers and City staff to make informed decisions with interactive mapping and related software solutions.
Play a role in the continuing ground-level end-point integration of our ever-evolving GIS system.
Work with Department and City staff to improve GIS processes and empower more end-user engagement with GIS tools and resources both in the field and in the office.
Provide close support to the Department’s modernizing asset management program.
Who we are looking for…
This position is designed for a GIS professional with 2 or more years in the field who is comfortable being a contributor, collaborator, and process planner. While experience with water utilities systems, relational databases, structured query languages (SQL), and information system planning & integration is desirable and will be considered advantageous, we encourage all candidates with a strong interest and willingness to learn to apply. We value diverse skills and experiences, and we provide training and support to help you grow in this role.
Experience and Training
Experience: A minimum of two years of increasingly responsible professional and technical/analytical GIS experience including experience using GIS software, computer-aided design, and GIS equipment and programs.
Training: Associates Degree or equivalent coursework in geography, GIS, computer science or a related field.
