The City of Oceanside is accepting applications for current and future vacancies for the position of Management Analyst. There is currently one vacancy in the Water Utilities Department, Administration/Capital Projects division.

This position will have responsibilities including the development and monitoring of the department’s annual Operating Budget, monthly revenue and expenditure analysis and reporting, serve as a point of contact for resolving accounts payable questions and reviewing payments in accounting systems, updates to the department fee schedule, and tracking of plan review status and work order backlogs. The Management Analyst will perform special projects and analyses at the direction of the Senior Management Analyst or Department Director, as well as serve as a single point of contact for department SOPs, procedures and legislative updates. The Management Analyst may assist with staff report review and have responsibilities related to the Utilities Commission, track expenses for grants, loans and bonds and interact with State and Federal agencies in relation to these and will have oversight responsibility for invoicing to allied agencies and payment of Property Taxes to County of San Diego and Fees/Payments to San Diego County Water Authority.  Additionally, may support Department Social Media program and website updates.

This position may be eligible for a hybrid telecommuting/work from home role after sufficient training has occurred.

Experience: Three years of progressively responsible administrative, budgetary or analytical experience. Experience in administering programs in a governmental jurisdiction is highly desirable.

Training: A Bachelor’s degree from an accredited college or university in public administration, economics, business administration or a related field.  A Master’s degree is highly desirable.
