The City of Oceanside is accepting applications for current and future vacancies for the position of Management Analyst. There is currently one vacancy in the Water Utilities Department, Administration/Capital Projects division.

The Water Utilities Department is in the process of requesting proposals to conduct a department wide compensation study. If approved, the results of this study may impact base salaries in fiscal year 2024/2025.  This position has a target start date of on or after July 1, 2023.

The Water Utilities department is currently accepting applications for a newly created Management Analyst position within the Administrative & Capital Projects section of the Department. This opening is designed for someone passionate about data and systems optimization.

In terms of analysis, you will work closely with data from the City’s Advanced Metering Infrastructure (AMI) program. This internet-of-things (IoT) network is designed to efficiently capture and transmit water usage data, saving operational costs and identifying potential usage issues to customers via the WaterSmart portal.

In this position you will also:

-Support many functions of the Water Department ranging from long-range strategic planning to daily operational analysis.
-Work under the direction of the Principal Management Analyst and Department Director, alongside the management team as you take initiative to identify and resolve problems and improve processes.
-Assist other divisions within the Water Department, and/or work on special projects as required by the Water Utilities Director and Principal Management Analyst.
-Work closely with staff in other departments including the City’s Information Technology and Finance departments.

Experience and Training

Experience: Three years of progressively responsible administrative, budgetary or analytical experience. Experience in administering programs in a governmental jurisdiction is highly desirable.

Training: A Bachelor’s degree from an accredited college or university in public administration, economics, business administration or a related field.  A Master’s degree is highly desirable.
