About the Position and Department
This position is part of the Administrative Services Department and reports directly to the Chief of Administrative Services. The Safety and Security Specialist will be responsible for the development, implementation, and maintenance of the District’s Safety, Security and Disaster Preparedness Response and Recovery Programs. This position is a member of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.

The Administrative Services Department provides the following support services: Human Resources, Information Technology, Geographical Information Systems, Purchasing and Facilities Maintenance, and Safety and Security.

Examples of Duties

  • Develops, implements, and maintains safety programs.
    Coordinates safety program activities with other departments and sections. Implements the District’s Injury and Illness Prevention Program (IIPP).
  • Conducts and participates in accident investigations relating to occupational injuries, fleet incidents and/or damage to, or theft of District property.
  • Coordinates updates to hazardous materials business plans, community right-to-know, Risk Management Prevention, and Process Safety Management plans.
  • Coordinates hazardous materials to ensure compliance with all Federal, State, and local requirements.
  • Develops, implements, and maintains procedures to ensure compliance with safe work practices and determines training needs to address issues.
  • Provides technical assistance to the Department Heads and managers.
  • Prepares and presents staff reports and other correspondence.
  • Develops programs, conducts compliance inspections, maintains required documentation, and prepares technical documents to ensure compliance with State, Federal, and local regulations and codes.
  • Coordinates the District’s security program.  Evaluates and identifies security risks and makes recommendations relating to security audits.
  • Investigates losses and vandalism in coordination with law enforcement.
  • Identifies training needs and determines course objectives, course design, and training materials.
  • Implements, schedules and coordinates recurring safety training.
  • Conducts or acquires training as needed.
  • Coordinates the Department of Transportation (DOT), the District’s
  • Drug Free Workplace, and DMV Pull-Notice Programs.
  • Coordinates and schedules safety meetings with departments and the Safety Committee.
  • Serves as a point of contact with government regulatory agencies conducting inspections of District facilities.
  • Coordinates with District management/supervisory staff to conduct field inspections.
  • Coordinates District safety and security projects with assigned project staff and consultants with respect to the safety and security of District facilities.
  • Investigates and reviews hazardous materials spills and provides technical guidance in clean-up and abatement.
  • Coordinates proper handling, operations maintenance, storage and disposal of hazardous materials, hazardous waste, and underground storage tanks in a manner consistent with public law. Submits disclosure documents as required.
  • Plans and coordinates the District’s disaster preparedness response and recovery programs.  Coordinates drills with District staff and other agencies.
  • First responder in emergencies.
  • Reviews and makes recommendations on alarm monitoring and alarm response protocol.
  • Assesses the organizational exposure to losses. Evaluates alternatives and may make recommendations for insurance coverage.
  • Assists Human Resources with personnel matters, policy and procedure updates, and workers’ compensation activities as required.
    Drives a vehicle.

Required Licenses and/or Certifications

  • A valid California Driver’s License.
  • Associate of Risk Management (ARM) Certificate, Certified Safety Professional (CSP), Certified Occupational Safety Specialist (COSS) or other comparable safety or security professional certification or designations.
  • CPR, First Aid and Hazwoper Trainer/Emergency Response certificates are required within six months of appointment.

Minimum Experience, Education, and Training Requirements
Experience:

Five (5) years of experience in coordinating and implementing safety, security and/or risk/control programs, preferably in a utility or construction related environment.

Education:

High school diploma or G.E.D. supplemented by two (2) years of college-level coursework (i.e., minimum completed unites = 60 semester/90 quarter) from an accredited educational institution in Business or Public Administration, Safety/Risk Management, Industrial Engineering, Health Sciences Occupation, Safety and Health or a related field. Bachelor’s degree is desirable.

This position will be subject to random drug testing during employment.
This position is exempt from overtime.
