About the Position and Department
This position may be appointed at either level depending upon qualifications and experience. The SCADA  position is part of the Water Operations Department which is a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.

The Operations Department is responsible for the operations, maintenance and repair of all Otay Water District facilities and equipment. Facilities include pipelines, reservoirs, pump stations, lift stations, and a reclamation plant for potable water and recycled water distribution, wastewater collections, and wastewater reclamation. The Operations Department has a staff of approximately 54 employees.

Examples of Duties

Essential Functions for both levels:

  • Tests, troubleshoots, calibrates, programs, designs, configures and performs preventive maintenance on a variety of complex electrical and electronic instruments and devices, such as programmable logic controllers, including proportional Integral Derivative Controller (PID), soft starter motor controls and variable frequency drives.
  • Installs, maintains, repairs and calibrates a wide variety of electronic recording and indicating instruments, such as differential pressure flow meters, sonic flow meters, pressure and temperature recorders, signal conversion modules, level-sensing devices and valve actuator controllers.
  • Installs, configures, and troubleshoots SCADA communications equipment and provides network and telecom support for SCADA equipment.
  • Performs preventative maintenance using current technology including software-based diagnostic systems.
  • Performs activities directly related to the predictive maintenance program.
  • Performs overhaul and repair work on a wastewater treatment plant, lift stations, recycled and potable pump stations, and other related plant equipment as it relates to instrumentation and SCADA equipment.
  • Performs troubleshooting, installation, maintenance, and calibration of process and analytical instrumentation.
  • Maintains computerized electrical drawings.
  • Assists management in the development and documentation of Standard Operating Procedures (SOP) in alignment with the District Strategic Plan.
  • Consults with vendors, contractors and other district staff regarding new construction and equipment installations related to electrical or electronic instrumentation systems.
  • Operates District vehicles as required.
  • Responds to emergency situations as necessary, including those occurring after normal hours.
  • Enters and works in confined work spaces.
  • Participates in stand-by duties as required.
  • Performs related duties and responsibilities as required.

Additional duties for the Sr. SCADA/Instrumentation Technician:

  • Performs design and software programming of the SCADA system.
  • Determines communication protocols and provides network and telecom support for SCADA equipment.
  • Researches and evaluates new operational methods, techniques and equipment, and recommends their applications.
  • Collaborates closely with supervision on initiatives for continuous improvement.
  • Performs activities directly related to the District’s asset management program.
  • Assists supervisor with preparing budget, staff reports and other periodic reports.

Required Licenses and/or Certifications

  • Both levels require a valid Class C California Driver’s License and a safe driving record.
  • CCST (Certified Control System Technician) Certification, desired.

Minimum Experience, Education, and Training Requirement

Experience: 

SCADA/Instrumentation Technician: Three (3) years of electronic/instrumentation experience including a minimum of one (1) year experience with SCADA-related (Distribution Control Systems) instrumentation systems and associated hardware/software and technology.  A valid Certified Control System Technician (CCST) certificate, successful completion of an accredited electrical/electronic technician apprenticeship program, or an Associate’s degree in electronics technology, mechanical engineering or related field may be substituted for up to two (2) years of experience.

Senior SCADA/Instrumentation Technician:  Four (4) years of journey level experience in programming, design, installation and maintenance of SCADA (Distribution Control Systems) and instrumentation systems and associated hardware/software and technology. A valid Certified Control System Technician (CCST) certificate, successful completion of an accredited electrical/electronic technician apprenticeship program, or an Associate’s degree in electronics technology, mechanical engineering or related field may be substituted for up to two (2) years of experience.

Education:

Both levels require a High school diploma or G.E.D.

Successful completion of an accredited electrical/electronic technician apprenticeship program or an Associate’s degree in electronics technology, mechanical engineering or related field desired for both levels.

 

Both levels will be subject to random drug testing during employment.  
This is an hourly, non-exempt position.
