Padre Dam Municipal Water District is seeking an experienced Human Resources Manager to serve as a trusted communicator, inspiring leader, strategic partner, and ambassador of our culture as we provide essential services to our community.
Under direction of the Chief Executive Officer (CEO)/General Manager, incumbent is responsible for overseeing Padre Dam’s Human Resources function. Duties include: supervising and providing leadership to staff; establishing and ensuring the implementation of workgroup and applicable organizational goals; facilitating employment relations activities and supporting the negotiations process; overseeing the recruitment process; understanding current and future workforce needs; spearheading employee development and succession planning initiatives; conducting training; managing the Human Resources Department’s budget; mediating employee conflicts and facilitating conflict resolution; conducting investigations into employee complaints; participating in Padre Dam discipline-related hearings; supporting the goals and objectives of the Pipeline; managing the employee benefits program; maintaining the performance management and the classification and compensation systems; maintaining the policy and procedure manual.
Essential Duties
1. Develops and directs the implementation of goals, objectives, policies and standards for the Human Resources workgroup. Keeps the CEO/General Manager informed of projects, workforce issues, and task completion.
2. Supervises Human Resources staff to include assigning and monitoring work, ensuring training, resolving conflicts, conducting performance evaluations, handling disciplinary actions and making hiring and termination recommendations.
3. Directs employee relations to include meet and confer/clarify, grievances, discipline procedures, and career development. Supports the meet and confer process. Assures compliance with the Memoranda of Understanding. Mediates and helps facilitate resolution of conflicts within the organization. Counsels and assists departments in discipline issues and procedures to include reviewing and/or creating memoranda and verifying documentation is legally correct.
4. Encourages staff to seek resolution on issues. Takes initial employee complaints and conducts investigations as needed. Works closely with the CEO/General Manager, Department Heads and legal counsel to assure legal compliance in investigation. Meets with the CEO/General Manager and department head after investigation to discuss next steps including preparing necessary discipline paperwork. Coordinates with counsel on more complex personnel issues and works with outside investigators when needed.
5. In coordination with the CEO/General Manager, represents Padre Dam at Skelley conferences and hearings. Works with legal counsel to prepare witnesses and hearing notebook.
6. Creates and conducts training on issues including mandatory sexual harassment training, ethics training, and training on other issues that may arise. Facilitates District-wide training and workshops as needed.
7. Participates in and supports the mission, vision and values of the District and the cultural philosophy of collaboration, learning and service. Assures that the goals and objectives of the Pipe line are met.
8. Coordinates and manages the recruitment process from beginning to end in alignment with the District’s staffing needs. Supports the CEO/General Manager, Department Heads, and hiring managers in attracting and selecting qualified candidates efficiently and in compliance with internal policies and employment law. Collaborates with hiring managers to develop clear job descriptions, requisitions, and hiring timelines. Develops onboarding systems to ensure and support positive candidate experience.
9. Administers the Human Resources budget to include authorizing and monitoring expenditures.
10. Establishes goals to ensure Padre Dam remains consistent and in compliance with Human Resources practices and laws. Ensures the implementation of the Business Plan as it relates to the Human Resources workgroup and the Workforce Partnership.
11. Develops and maintains organized and secure Human Resources files consistent with the District’s records retention policies. Pertinent files include those relating to employment, labor relations, policies and procedures.
12. Oversees the employee and retiree benefits programs and partners with CEO/General Manager and Finance Department to evaluate carriers, deductibles, co-pays, and new benefits. Facilitates the Benefits Task Force as needed to educate employees on benefits issues and planned recommendations to the entire workforce.
13. Maintains the classification and compensation systems. Works with CEO/General Manager and Department Heads to develop and draft job descriptions and make salary recommendations; conducts market salary surveys and performs grade adjustments; proactively verifies that the classifications and compensation are appropriate and fair.
14. Responsible for development and continuous improvement of the District’s performance management system, including staff training, support, monitoring, and evaluation.
15. Participates in the annual review and revision of Padre Dam’s Standard Practices & Policies.
16. Performs special projects and assignments as requested by the CEO/General Manager.
17. Performs other duties of a similar nature or level.

Training/Experience Required:
1. Bachelor’s degree in Human Resources Management, Public Administration, Psychology, or a related field and seven years increasingly responsible administrative or management experience; or an equivalent combination of education and experience that provides the knowledge, skills, and abilities to successfully perform the essential duties of the position
Licensing Requirements:
1. Valid California Driver’s License
2. HR Certification (PSHRA (formerly IPMA), SHRM ,or HRCI) Preferred
