The San Diego County Water Authority is an independent public agency that serves as San Diego County’s regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 22 member agencies serving the region’s $268 billion economy and 3.3 million residents.

The Water Authority is executing a long-term strategy to diversify the region’s supplies, make major investments in the region’s water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region’s water portfolio, while continuing to diversify supplies to enhance current and future reliability.

The Engineering Department
The Engineering Department is responsible for the design and construction of regional water facilities in the Capital Improvement Program (CIP); identifying and employing value engineering design concepts to optimize facility and aqueduct system performance; managing major emergency facility repairs; and providing overall CIP programmatic monitoring and controls. It also manages the Water Authority’s real-estate interests by acquiring, disposing of, and leasing real property; patrolling and managing 168 miles of right of way; and providing survey services. In addition, the department provides technical support to other agencies, departments, and member agencies. The Water Authority’s Energy Program also resides within the Engineering Department, focused on developing low-cost energy supplies, generation, and storage opportunities; improving the Water Authority’s energy resilience; fostering collaborative energy relationships; and supporting the Water Authority’s legislative energy initiatives.
Right of Way Division
The Right of Way Group is responsible for managing the acquisition, management, and disposition of all Water Authority rights of way and real property, including real property surveys, management of property records, and integration of real property records into GIS.
The Ideal Candidate

The ideal candidate for this position is a detail-oriented and motivated surveying professional who takes initiative in both field and office environments. They are comfortable researching project records, preparing survey plans, and determining the appropriate survey methods needed—all while ensuring accuracy and efficiency.
They bring strong technical skills in CAD drafting, with experience in AutoCAD and ideally Civil 3D, and can confidently translate field data into clear, well-organized topographic maps and survey documents. They understand modern survey equipment, including GPS systems, total stations, and data collectors, and can troubleshoot issues as they arise.

This individual thrives in a role that blends independent fieldwork with analytical office tasks. They can navigate rugged terrain, adapt to changing site conditions, and maintain safety and professionalism when interacting with staff, contractors, and the public.

The ideal candidate is a strong communicator who keeps projects moving—identifying what needs to be done, preparing the field package, executing the survey, and closing out the project with complete and accurate documentation. They are collaborative, dependable, and committed to delivering high-quality work that supports the Water Authority’s mission.

The Position

The Survey Technician performs field surveys, technical calculations, and drafting work to support planning, design, and construction projects. This position identifies project requirements, determines which survey records and maps are needed, prepares field packages, conducts field surveys, and organizes all documentation for project closeout.
The Survey Technician conducts topographic surveys, supports right-of-way and property boundary work, assists with drone survey operations, and produces accurate topographic maps and survey drawings using CAD software.
Distinguishing Characteristics
The Survey Technician is the skilled, journey-level class in the sub professional Survey Technician series. Under general supervision, incumbents are responsible for conducting routine-to-difficult engineering surveying and related technical duties. This classification must possess a thorough knowledge of Water Authority water conveyance facilities and the principles and procedures of land/engineering surveying. This class is distinguished from the Senior Survey Technician in that the latter is the advanced journey level class in the series and provides lead work direction.

Representative Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
  • Sets up and uses surveying instruments to determine points, lines, angles, elevations and distances for control, property, boundary, construction, hydrographic, photogrammetric and topographic surveys.
  • Runs lines and grades for assigned projects and makes field adjustments within specified limits; takes field notes and makes field sketches; reduces field notes and calculations in the office.
  • Reads and interprets maps, drawings and diagrams.
  • Maintain accurate survey records, files, and project documentation.
  • Assists in locating new or additional structures or facilities or in placing stakes or markers for Water Authority or contractor use.
  • Assists with other engineering technical work on a project or relief basis.
  • Utilizes AutoCAD and COGO software to draft topographic maps, plats, boundaries and other survey documents and record drawings.
  • Research survey maps, records, and project documentation to determine project needs.
  • Prepares projects for field deployment and finalizes documentation for project closeout.
  • Communicate effectively with staff, contractors, and property owners while representing the Water Authority in the field.

Work Schedule:

Employees assigned to work at the Kearny Mesa office work a 9/80 schedule, where the entire facility is closed every other Friday. Regular work hours are 6:30 a.m. to 4:00 p.m., Monday through Thursday, and 7:30 a.m. to 4:00 p.m. on open Fridays. Employees may be required to work overtime during shutdown periods, which occur approximately twice a year, or occasionally as needed. This position is not eligible for a hybrid work schedule.

Qualification Guidelines

The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

Equivalent to the completion of the twelfth grade  supplemented by college level course work in civil engineering drafting and surveying, engineering mathematics or related fields; and two years of responsible sub professional surveying experience or an equivalent combination of training and experience.

Licenses and Other Requirements

A valid California driver’s license and the ability to maintain insurability under the Water Authority’s Vehicle Insurance Policy.
