 About Us

The San Diego County Water Authority is an independent public agency and the regional water wholesaler for 22 member agencies. We lead long-term strategies to diversify water supplies, invest in critical infrastructure, and improve water-use efficiency—all while maintaining cost-effective operations.

 About the Role

We are seeking a highly skilled and motivated Management Analyst to provide vital analytical and administrative support to the Engineering Department. This position performs complex budget analysis, supports procurement and contract management, and coordinates projects related to capital improvements, energy strategy, and department-wide initiatives.

  • Skilled in public sector budgeting, contract administration, and procurement
  • Experience preparing reports, policies, and technical documents
  • Comfortable navigating complex regulations and interpreting legislation
  • Able to build strong working relationships and work independently or collaboratively
  • Detail-oriented with the ability to keep sight of big-picture priorities

Key Responsibilities

  • Analyze, monitor, and support the department’s annual operating budget, labor costs, and expenditures
  • Prepare complex contracts, solicitations, and procurement documentation
  • Support legislative and policy analysis related to water, energy, and infrastructure
  • Coordinate and lead department-wide projects and strategic initiatives
  • Maintain accurate records, track purchases, and manage right-of-way agreements
  • Draft technical reports, budget documents, correspondence, and presentation materials
  • Collaborate with internal teams, member agencies, and outside partners
  • Perform records management and support responses to public records requests

Work Schedule

  • 9/80 schedule (every other Friday off) at our Kearny Mesa office
  • Monday through Thursday in-office, with potential teleworking flexibility on Fridays

 Minimum Qualifications

  • Bachelor’s degree in public/business administration or a closely related field
  • Three (3) years of professional-level experience in administration, management analysis, or related areas
