SCADA/Instrumentation/Electrical Technician I/II/III is a non-exempt, journey- through master-level technical and professional class. Under general supervision, performs skilled, duties in the design, construction, installation, modification, calibration, maintenance and repair of a wide variety of electrical and electronic control systems, supervisory control systems, plant control systems, telecommunication systems, field telemetry systems, and related equipment and devices used in the treatment, storage, pumping and distribution of potable water; and performs related duties as assigned. SCADA/Instrumentation/Electrical Technician I is the journey-level classification and is flexibly staffed with the advanced journey-level SCADA/Instrumentation/Electrical Technician II classification. Typically, proficiency criteria are met within a 24-to-48-month period, depending on an individual’s experience, education, skill and performance. SCADA/Instrumentation/Electrical Technician III is considered master-level and requires a high level of competency in the most complex duties performed by the classification; has the ability to coordinate the work of a project and/or lead a work group; performs back-up duties in the absence of the supervisor and demonstrates sustained proficiency in the majority of Helix Water District’s competencies required of a senior-level staff member.

Scheduled Pay Increases for Full-Time Classifications:

  • July 1, 2024: 2% salary adjustment + 2 – 4% cost-of-living adjustment

  • Up to 5% merit increase on an annual basis until employee has reached top of pay range

Overview of Responsibilities:

Duties include but are not limited to the following:

Instrumentation, Communications and Electronic Systems Installation, Maintenance and Repair

SCADA/Instrumentation/Electrical Technician I/II 

Tests, troubleshoots, calibrates, repairs and performs preventive maintenance on a variety of electrical, elec­tronic, telecommunication and instrumentation systems, components and devices associated with the operation of a large, state-of-the-art water treatment and distribution system; rebuilds equipment to manu­facturer’s specifications, including motor controllers, analog and digital flow, temperature and pressure transmitters, data radios, metering control systems, valve actuators, digital modems, PLCs, RTUs, devices and scien­tific instruments using operational performance standards, and standard and specialized testing equipment; corrects defects in instrumentation.

Tests, troubleshoots, calibrates, programs and performs preventive maintenance on a variety of complex electrical and electronic instruments and devices, such as programmable logic controllers, including softstart/hardstart motor controls and variable frequency drives.

Installs, maintains, repairs and calibrates a wide variety of electronic recording and indicating instruments such as differential pressure flow meters, sonic flow meters, pressure and temp­erature recorders, signal conversion modules, level-sensing devices and valve actuator controllers.

Performs a variety of skilled, technical duties in the development, installation, modification and maintenance of telecommunication, process control, supervisory control and telemetry systems.

Modifies, installs and supports software-based control and instrumentation logic.

Modifies, installs and supports systems and networks used for the transportation of electronic signals across a wide geographic area utilized by the SCADA system.

Isolates and resolves electronic and telemetry equipment and system failures in the field and in central control; performs bench repairs at the component level in a shop setting; troubleshoots, aligns and calibrates equipment with such devices as generators, voltmeters, oscilloscopes, multimeters, logic analyzers, megohmmeter, amp meters, micro-computers, thermal-imaging devices, signal analyzers and other specialized test equipment.

Inspects and assists in troubleshooting new control and communication systems and installations.

Plans and lays out jobs from blueprints, drawings, sketches, work orders or verbal instructions; maintains records in the form of blueprints, plans and specifications, and in Computerized Maintenance Management System (CMMS) program for equipment and devices.

Schedules and coordinates activities with other staff, sections, departments or agencies; ensures the timely and accurate completion of preventive maintenance activities; performs project management on special projects and keeps information updated.

Responds to emergency situations as necessary, including those occurring after normal working hours.

SCADA/Instrumentation/Electrical Technician III 

Performs the duties and responsibilities of instrumentation, communications and electronic systems installation, maintenance and repair as required of a SCADA/Instrumentation/Electrical Technician I/II at a master-level.

Computer Hardware and Networks

SCADA/Instrumentation/Electrical Technician I/II 

Plans, designs, troubleshoots, and maintains computer systems and related networks used in a large SCADA system.

Modifies, installs and supports systems and networks used for the transportation of electronic signals across a wide geographic area utilized by the SCADA system.

Provides local/site support for the district’s WAN and LAN.

Installs and configures personal desktop computers for network access.

Configures and supports real-time connection from SCADA system to a historical database; admin­isters the database.

SCADA/Instrumentation/Electrical Technician III

Performs the duties and responsibilities for computer hardware and networks as required of a SCADA/Instrumentation/Electrical Technician I/II at a master-level.

Performs network administration of the district’s SCADA LAN/WAN, including maintaining and enhancing network server functionalities, ensuring system security and preparing and maintaining comprehensive system documentation.

Evaluates and recommends the selection and purchase of computer hardware and software and the development of district standards for hardware and software.

Electrical Construction, Maintenance and Repair

SCADA/Instrumentation/Electrical Technician I/II

Tests, troubleshoots, repairs and performs preventive maintenance on a variety of industrial electrical systems, components, motors and electrical machinery; rebuilds equipment to manufacturer’s specif­ications.

Repairs and replaces defective electrical and electronic parts in motors, motor control systems, storage batteries, controllers, conductors, switches and other industrial devices; makes additions, extensions and modifi­cations in electrical systems; installs, maintains and repairs electro­mechanical, electronic and electri­cal components of equipment and machinery, including trans­formers, gener­ators, hydraulic devices, and automotive AC/DC systems.

Performs preventive maintenance and repair of plant, field, office and shop electrical and electronic systems, components, devices and equipment.  Records all maintenance activities in the district’s CMMS program.

Disconnects electrical sources, uses lockout/tagout procedures to block electrical sources; recon­nects and operates equipment for maintenance purposes.

Installs conduits, conductors, wires, pull boxes, switchboards, controllers and switches required in making addit­ions, extensions or alterations in electrical systems; installs motors, controls, trans­formers and generators.

Modifies, alters, upgrades and installs motor control equipment circuits, planning, laying out and wiring the work; reads and interprets as-built drawings, schematics and wiring diagrams; upon completion, documents modifi­cations made to the system.

Assists other departments with the inspection of electrical installations for compliance with codes and specifications.

Researches and evaluates new operational methods, techniques and equipment and recommends their application.

Provides advanced technical assistance and guidance to other district sections and departments.

Provides specialized training of district staff in work methods, SCADA system use and relevant safety precautions.

Consults with vendors, contractors and other district staff regarding new construction and equipment installations related to electrical or electronic instrumentation systems.

Responds to inquiries and requests for electrical support services from other sections and departments.

Develops, reviews and updates written maintenance instructions, manuals and schedules.

May perform the duties of a plant/system operator I/II, up to and including operation of the plant/system under the supervision of a plant/system operator I/II, T3/D3.

SCADA/Instrumentation/Electrical Technician III 

Performs the full scope of duties and responsibilities of electrical construction, maintenance and repair as required of a SCADA/Instrumentation/Electrical Technician I/II at a master-level.

 Qualifications:
A valid Class C California driver’s license and ability to maintain insurability under the district’s vehicle insurance policy.

Possession of or ability to obtain valid CPR/AED and First Aid certification within six months and maintain valid certification thereafter.

SCADA/Instrumentation/Electrical Technician I 

Training and experience substantially equivalent to graduation from high school or GED equivalent, supplemented by applicable college-level course work or specialized training; and two years of journey-level experi­ence in the design, installation, maintenance and repair of complex elec­trical and/or electronic equipment and devices common to a large waterworks system.

A valid State of California State Water Resources Control Board Water Distribution Operator Certificate, Grade 1 (D1); or a valid State of California State Water Resources Control Board Water Treatment Operator Certificate, Grade 1 (T1), within 18 months from the date of hire as a SCADA/Instrumentation/Electrical Technician I.

Instrumentation Society of America Control Systems Technician I certification or equivalent.

SCADA/Instrumentation/Electrical Technician II 

Training and experience substantially equivalent to graduation from high school or GED equivalent, supplemented by applicable college-level course work or specialized training; and five years of journey-level experience in the design, installation, maintenance and repair of complex electrical and electronic equipment and devices common to a large waterworks system.

A valid State of California State Water Resources Control Board Water Distribution Operator Certificate, Grade 2 (D2); or a valid State of California State Water Resources Control Board Water Treatment Operator Certificate, Grade 2 (T2), within 18 months from the date of hire or reclassification as a SCADA/Instrumentation/Electrical Technician II.

Instrumentation Society of America Control Systems Technician II certification or equivalent.

SCADA/Instrumentation/Electrical Technician III 

Two years of advanced journey-level experience in the design, installation, maintenance and repair of complex electrical and electronic equipment and devices common to a large waterworks system; equivalent to a SCADA/Instrumentation/Electrical Technician II at Helix Water District.

A valid State of California State Water Resources Control Board Water Distribution Operator Certificate, Grade 2 (D2); or a valid State of California State Water Resources Control Board Water Treatment Operator Certificate, Grade 2 (T2).

Instrumentation Society of America Control Systems Technician III certification or equivalent.

Knowledge of:

SCADA/Instrumentation/Electrical Technician I/II 

Practices, theories, methods, techniques, tools and equipment used in the design, installation, testing, calibration, maintenance and repair of electrical, electronic, process and instrument controls, supervisory control, radio and telem­etry-based SCADA systems, radio communication and telecom­munication equipment and devices common to a large waterworks system.

Industrial automation and control systems including SCADA, PLC’s and motor controls.

Single and three phase AC and DC electrical power systems below 600 volts nominal.

Electronics, pneumatics, and hydraulics along with the mathematics commonly used in each field.

Configuring, programming, diagnosing and support of software-based industrial devices including: PLC ladder logic programming; telemetry RTU configuration, process instruments, actuators and adjustable speed drives.

Operating characteristics of electronic components, including microprocessor controls; practices, methods, techniques, tools and equipment used in the design, installation, testing, maintenance and repair of industrial electrical equipment common to a large waterworks system.

Electrical and electronic shop procedures, practices and mathematics.

Common computer network protocols including Ethernet, USB, HTTP, fiber optics and various common serial networks.

Safety practices and regulations pertaining to the work.

Windows-based computers, computer hardware and common business applications related to the work.

Codes, ordinances, OSHA, EPA and other regulations and specifications pertaining to the work.

Computer networks, operating systems and client-server applications and the understanding and ability to troubleshoot problems.

SCADA/Instrumentation/Electrical Technician III 

All required responsibilities of a SCADA/Instrumentation/Electrical Technician I/II and ability to perform at a mastery-level.

Applied network architecture theory and principles of network design and integration, including topologies and protocols.

Principles, methods and techniques for layout, installation, configuration, integration and operation of network systems, equipment and devices.

Methods and techniques for performing connectivity testing, network analysis and troubleshooting, including use of diagnostic tools and equipment.

Ability to:

SCADA/Instrumentation/Electrical Technician I/II 

Test, diagnose, calibrate and repair a wide variety of electrical and electronic instrumentation devices, motors, motor control systems, machinery and equipment common to a large waterworks system.

Use modern, state-of-the-art precision and diagnostic instruments to test, calibrate and repair complex electrical, electronic, telemetry and telecommunication devices and equipment.

Identify and implement effective courses of action to complete assigned work.

Read and interpret plans, specifications and manuals.

SCADA/Instrumentation/Electrical Technician III 

Perform the responsibilities required of a SCADA/Instrumentation/Electrical Technician I/II.

Configure, maintain and manage the operations of a complex SCADA LAN/WAN infrastructure including servers, routers, and Ethernet networks including copper, fiber, and wireless data, to achieve optimal technical performance and user support.

Troubleshoot SCADA network hardware, software, and connectivity issues to resolve problems promptly.

Organize, plan, lead and complete projects efficiently and in accordance with district quality standards.

Identify departmental needs and develop and implement alternatives and solutions consistent with the department’s strategic focus areas.
