Overview of Responsibilities

Interviews district managers and users to identify and document user business processes, workflows and data requirements; performs systems and data analysis; develops documentation and writes specifications; diagrams process and data flows; defines project scope and proposes approaches, alternatives and options and recommends technology based and non-technology based solutions to meet identified business needs and requirements; assists users in generating procedural changes to improve work efficiency and effectiveness.

Assists in the execution of professional information technology consulting/development projects by facilitating and participating in software selection and implementation teams, including software evaluation, need and workflow analysis and system implementation, testing and training.

Has input into the prototyping of systems; conducts unit, systems, interface and production testing to ensure applica­tions perform as designed and meet user requirements; documents and analyzes test results; develops or recommends fixes to resolve problems identified; oversees work of other staff engaged in testing and documenting application modifications; works with other information services staff in executing comprehensive quality assurance processes.

Serves as liaison and provides day-to-day user application support for assigned systems or subsystems; troubleshoots and resolves or recommends methods to resolve application and data problems; advises users on methods of resolving processing and other problems, often under time-sensitive and/or demanding circumstances.

Develops basic reports and queries as specified by business requirements, using reporting tools such as SQL, SSRS, IBM Cognos, and IBM Cognos TM1.

Develops, updates and maintains system and user documentation and manuals including standard operating procedures and technical guides as a reference for information services staff, developers, administrators and end-users; coordinates and/or conducts user applications training classes.

Performs quality assurance and ongoing reviews of applications and prepares recommendations for system improvements; consults with users on extended user requirements, enhancements and systems-related issues.

Assists with the development, implementation, configuration, testing and maintenance of the district’s enterprise resource planning systems including, customer information system, utility billing, financial, human resources, backflow monitoring and other related computer applications that provide for the business needs of the district.

Assists with the implementation, configuration, testing and maintenance of the district’s enterprise content management system which includes taxonomy maintenance, e-form development, desktop scanner procurement and deployment, workflow design and related tasks.

Researches, tests, evaluates and makes recommendations on potential vendor software packages and hardware/devices.

Analyzes, designs and configures business process workflows and automated budgeting processes.

 

Qualifications

Successful candidate will have training and experience substantially equivalent to graduation from an accredited college with major course work in management information systems, computer science, or a closely related field; and two years of increasingly responsible professional business systems analysis or applications support experience; or an equivalent combination of training and experience.

A valid Class C California driver’s license and ability to maintain insurability under the district’s vehicle insurance policy.

Project management certifications such as Certified Associate in Project Management (CAPM) and Project Management Professional (PMP) are highly desirable.
