Compliance and Metering Manager

Compliance and Metering Manager positions manage field and business operations which includes management of the following: resolving issues with customers related to utility usage and metering through subordinate supervisors and field staff; investigating water theft through subordinate Code Compliance Officer positions; managing units responsible for conducting service termination/restoration and following-up on customer complaints regarding service and recommending resolutions; mediating billing rate disputes; conducting organizational analysis, business process review, efficiency and reengineering efforts; supervising the work of professional, field and administrative staff; overseeing the Department’s Advanced Metering Infrastructure (AMI) program; and performing other duties as assigned.

MINIMUM REQUIREMENTS

Field Representative

Field Representative positions conduct routine field investigations in response to citizen complaints regarding City services; resolve customer issues/complaints; inspect businesses for proper licensing and conformance with City ordinances; enforce City codes; enforce abandoned vehicle regulations, complete impound reports and issue notices to illegally parked vehicles; investigate water bill inquiries complaints; deliver water shut-off notices; shut-off and/or restore water service; obtain and/or verify meter reads; serve as a court witness; prepare written reports of findings and actions taken; and perform other duties as assigned.

The following special salary wage increase is scheduled to take effect for Field Representative: 5% effective 1/1/26

Field Representative employees may be required to stoop, bend, squat, reach, twist, climb, and walk in various types of terrain.
Field Representative employees lift or slide items weighing up to 80 pounds and work outdoors in a variety of different weather conditions.
Field Representative employees interact with members of the public who may become angry, difficult, and/or abusive.
Field Representative employees who read meters are required to walk approximately five to ten miles daily in all weather conditions and in varying terrain such as streets, alleys, canyons and hills; maintain close attention to detail when reading approximately 500 to 700 meters per day; and may dig up to one foot down into meter boxes.
Some Field Representative employees are required to pass a medical physical, respiratory fit test and obtain Confined Space Certification within six months from date of hire. Employees will be required to obtain and maintain Confined Space Certification to retain employment.

DEFINITION

Under general supervision, plans, organizes, directs, coordinates, and oversees the activities of the infrastructure asset management program for water, wastewater, and reclaimed water systems; records and predicts asset reliability; assists with capital project prioritization and asset renewal and replacement schedules; directs and coordinates consultants for rehabilitation projects; makes recommendations for action and assists in the development and implementation of policy, procedure, and department budget; performs related duties as required.

 

CLASS CHARACTERISTICS

This single incumbent supervisory class is responsible for overseeing the asset management department including infrastructure assessment programs, asset inventory, asset risk factors, and planning and tracking infrastructure replacement schedules; the development and maintenance of the computer maintenance management system (CMMS) and geographical information system (GIS); and supervising assigned staff. It is distinguished from the District Engineer, which is responsible for all District engineering functions. It is distinguished from the professional Senior Engineers, which are responsible for development and capital facility projects.

 

SUPERVISION EXERCISED AND RECEIVED

The Asset Management Supervisor reports to the Director of Engineering. It supervises technical staff, including the GIS Specialist, GIS Technician, and CMMS Planner.

ESSENTIAL FUNCTIONS
Essential functions include, but are not limited to, the following:

 

  • Plans, assigns, supervises, reviews, and evaluates the work of assigned staff; provides staff training and development; assists in the selection of staff; reviews work for accuracy and compliance with department standards; studies and standardizes procedures to improve department efficiency; participates in necessary disciplinary actions; writes performance appraisals; ensures high level of customer service; assists staff in resolving problems; ensures safe work methods are followed and appropriate safety precautions and equipment are utilized; and conducts safety meetings;

  • Identifies department priorities and goals; utilizes program management tools and best practices to meet District needs; assists in the prepara­tion of cost projections for the department budget and monitors expenditures;
  • Compiles data from multiple sources, including maps, CMMS applications, GIS analysis, field reports, financial documents, and maintenance records; assembles asset management data records, such as asset codes, catalogs, life cycle costs, and priorities; identifies and tracks existing and new assets such as pipelines, valves, tanks, reservoirs, pump stations, and other appurtenances;
  • Manages consultants and outside contracts for assessment projects, cathodic protection, and mapping services; communicates and coordinates department activities with other District staff, management, and other affected stakeholders; provides technical assistance to other departments and District personnel; attends and makes presentations to District committees, commissions, and Board of Directors;
  • Analyzes statistical data, such as maintenance schedules, repair frequency and cost, inventory life cycles, and District growth plans; recommends maintenance, repair, and replacement schedules; assists management in identifying infrastructure priorities;
  • Holds regular meetings with staff to communicate expectations, receive feedback, resolve problems, develop trusting relationships, provide motivation and employee recognition, stay abreast of staff’s work activities, and provide required resources for work assignments;
  • Operates copiers and a variety of office equipment;

Education & Experience

Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be: high school graduation or equivalent, and; three years of increasingly responsible asset management experience, with at least one year in a lead or supervisory role preferred.  Related experience with water, sewer, roadways, or other public infrastructure preferred. Advanced coursework in engineering, statistics, GIS, infrastructure management, or closely related field is desirable.

Temporary Maintenance & Utility Worker I

Valley Center Municipal Water District is seeking a qualified candidate to fill the temporary position of Maintenance and Utility Worker I.  Incumbents with basic maintenance experience learn and perform a variety of tasks involved in the construction, operation, maintenance and repair of the District’s facilities. Incumbent may be trained to perform more routine duties as necessary.

KEY DUTIES AND RESPONSIBILITIES

Performs unskilled and semi-skilled work in the construction, operation, repair, and maintenance of the District’s pipelines, related equipment, and facilities. Operates a variety of hand and power tools and equipment related to work assignments as instructed. Operates and maintains specialized vehicles and a variety of light to medium equipment related to the construction, maintenance, and repair of water utilities systems and facilities. Observes safe work methods and makes appropriate use of related safety equipment as required.

Performs the full range of routine janitorial duties as assigned, in addition to grounds keeping work. Cleans and maintains tools and equipment used in the field and shops; fuels and cleans vehicles. Paints piping, curbs, walks, gates, building interiors and exteriors, and other equipment and facilities; assists in maintaining, repairing, and making alterations to buildings, facilities, and equipment. Sets up traffic control at work sites in accordance with crew leaders instructions. Repairs and cleans reservoirs and water tanks; repairs gates and fences. QUALIFICATION GUIDELINES

Knowledge of: Basic principles, practices, tools, and materials as they relate to the maintenance and repair of infrastructure, facilities, and systems similar to those in a municipal environment; proper use of hand and portable power tools, along with a basic ability in working with tools; machine shop procedures and practices; basic safety practices, including safe work methods and safety regulations pertaining to the work; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; English usage, spelling, vocabulary, grammar, and punctuation; basic mathematics and measurements; and common janitorial and grounds keeping methods and tools.

Plant Process Control Electrician

Plant Process Control Electrician positions install, test, adjust, modify and maintain the most complex motor control and power systems, electrical machinery and equipment in a water treatment plant, wastewater treatment plant, water pump station, wastewater pump station and/or storm water pump station; design, modify and make programming and software improvements on computerized electrical system control and data acquisition operations; analyze problems and make necessary repairs on electrical control systems required to interface with process control computers; instruct Electricians in the more difficult and complex aspects of their work assignments; may lead the work of lower level staff; and perform other duties as assigned.

Qualifying experience MUST include commercial or industrial wiring, installing and repairing electrical conduit systems, and troubleshooting industrial motor control systems, mechanical motor starters, soft starters, and variable frequency drives.

NOTES:

Experience in residential electrical work only is NOT qualifying.
Experience installing, diagnosing, troubleshooting and repairing industrial electronics at a water or wastewater treatment plant and/or industrial production plant is required for positions working at the wastewater treatment plants.

Plant Technician II

Plant Technician II positions perform maintenance, overhaul, repair, and installation of water/wastewater/potable reuse treatment plant and pump station machinery and equipment including: Air compressors, high pressure hydraulic systems, pumps and piping systems, chemical feed equipment, boilers, heat exchangers, and diesel and gasoline powered engines; install and align heavy motors and equipment; provide training; maintain records; complete forms and reports; and perform other duties as assigned.

Plant Technician II employees must remain clean shaven and be able to pass a respirator fit-test for entry into confined spaces or environments containing the potential presence of chlorine, hydrogen sulfide (H2S), or methane.
Plant Technician II employees may be required to work overtime including evenings, weekends and holidays.
Plant Technician II work involves exposure to noxious chemicals and other hazardous substances.
Plant Technician II employees will be required to obtain and maintain confined space entry certification within one year from date of hire.

About the Position and Department
The Equipment Mechanic may be appointed at either level depending upon qualifications and experience. This position is in the Operations Department and reports directly to the Fleet Maintenance Supervisor and performs diagnostic and repair work in the maintenance of light, medium, and heavy transportation and field equipment.

The Operations Department is responsible for the operations, maintenance and repair of all Otay Water District facilities and equipment.  Facilities include pipelines, reservoirs, pump stations, lift stations, and a reclamation plant for potable water and recycled water distribution, wastewater collections, and wastewater reclamation. The Operations Department has a staff of approximately 57 employees.

The Engineering Department

The Design Services Group
The Engineering Department’s Design Services Group is a team of engineers and drafters responsible for in-house design execution of Water Authority CIP projects. The Design Services Group develops biddable plans and specifications for a wide variety of water infrastructure projects and provides engineering support for the Right of Way and Construction Groups as well as the Operations and Maintenance and Water Resources Departments. The Design Services Group also procures and manages consultant designs for Water Authority CIP projects.

The Ideal Candidate
The ideal candidate is an independent self-starter and effective communicator who is organized and thrives in a fast-paced, challenging work environment. The Senior Engineer is responsible for developing and managing contracts and supervising a team of engineers. The successful candidate will have the ability to balance mentoring, supervising, and leading technical teams, while performing project related work. This person is technically sound with experience completing engineering designs as the Engineer of Record and has knowledge of hydraulic principles, design process, quality assurance/quality control, and construction methods. In addition, the ideal candidate possesses strong interpersonal skills, can successfully resolve project issues, and is comfortable working with various stakeholders.

The Position:

The Senior Engineer position is in the Engineering Department’s Design Services group. This position will serve as Project Manager and Leader for complex projects; conduct technical analysis, research, and design for a variety of capital improvement, major maintenance, and/or other Water Authority projects; the position will plan, organize, supervise, and review the work of assigned professional and technical staff.

Distinguishing Characteristics
The responsibilities of incumbents in this class require them to be technically competent in leadership, project management, project scheduling and controls, project financial management, Water Authority policies and procedures, and engineering. Assist in providing required programmatic support to other Water Authority programs such as Capital Improvement Program (CIP), Right of Way management, Aqueduct Protection Program, and urgent repairs. Assignments are general, broad based and of a continuing nature, requiring the application of advanced leadership, project management and engineering knowledge, and the exercise of judgment and initiative in coordinating their work and that of others both inside and outside the Water Authority. This position is distinguished from the Engineer (PE) in that this position will manage larger more complex projects or manage a portfolio of capital projects and exercise leadership over a professional team who may be supporting the portfolio of projects. This position is distinguished from the Principal Engineer in that the Principal Engineer has a programmatic role for multiple project portfolios and supervisory responsibilities.

Representative Duties

  • Manages, plans, organizes, controls, integrates, and evaluates the work of a project team of professional and technical staff chartered with responsibility to manage capital projects.
  • Coordinates with staff and team members to develop, implement, and monitor project plans to achieve CIP vision, goals, objectives, and key performance indicators; works with project team to identify critical path events and success factors for a successful resolution.
  • Monitors performance against the project plan and CIP schedule/budget; manages project standards, work processes, systems and procedures to achieve goals and objectives.
  • Assists in the development of Water Authority programs including CIP and engineering department priorities.
  • Supervises, leads, and trains assigned staff; provides daily leadership and project management to project team staff to ensure a high-performance work environment which supports achieving the department’s and Water Authority’s mission and goals.
  • Manages the project planning design, preparation and construction of assigned capital improvement projects utilizing in-house staff, consulting firms and construction contractors; prepares cost estimates; establishes the scope, schedule and task level budgets and prepares variance analysis reports for design and construction projects; prepares professional service RFPs; evaluates and selects consultants; negotiates, administers and manages agreements for geotechnical services, design, construction management, inspection and other specialty services; collaborates with project team members and other departmental personnel in a participative manner.
  • Reviews drawings and specifications for compliance with Water Authority standards; interprets specifications and Water Authority policies, and initiates or reviews change orders; ensures compliance with project regulatory requirements.
  • Prepares periodic project reports; responds to requests for information; seals final design plans and documents.
  • Represents the Water Authority with consultants and contractors; prepares correspondence on technical engineering, contract management and community issues.
  • Coordinates project engineering design, planning and construction activities with Water Authority departments, member agencies and other entities.
  • Proposes revisions to design and construction standards, and to Water Authority processes to improve methods, procedures and practices; makes interpretations of applicable laws, regulations, policies and design standards.
  • Participates in the preparation of CIP and Operating Budget recommendations; authorizes the purchase of materials and monitors work activities and expenditures to control costs, quality, and safety.
  • Analyzes and responds to requests for information from member agencies, other public entities and the public; represents the Water Authority at meetings.
  • Tracks, evaluates, and prepares reports and presentations on project progress and issues to Water Authority management and Board.
  • May represent the Water Authority at public hearings; participates in preparing interagency agreements.

Work Schedule:

Employees assigned to work at the Kearny Mesa office work a 9/80 schedule, where the entire facility is closed every other Friday. This position is not eligible for a hybrid work schedule.

Qualification Guidelines:

The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

A Bachelor’s degree from an accredited college or university with a degree in civil engineering or related field supplemented by eight years of professional engineering experience, including experience in public water/utility design, construction, and project scheduling and control tools with at least two years of experience at the level of the Water Authority’s Engineer (P.E.) class.

Licenses and Other Requirements

  • A valid certificate of registration as a Professional Engineer (PE) issued by the State of California.
  • A valid California driver’s license and the ability to maintain insurability under the Water Authority.

DEFINITION

CLASS CHARACTERISTICS

Pump and Motor Technician Assistant is the entry level class in this series.   Initially under close supervision, incumbents assist other Pump & Motor Technicians and electricians on a variety of mechanical and electrical repair and maintenance tasks; learn and perform a variety of duties in the maintenance and repair of water & wastewater pumping systems and related equipment; pressure and flow control facilities, related pipelines, appurtenances, and facilities.

Pump and Motor Technician I is the journey level class in this series.  Initially under general supervision, incumbents learn and perform a variety of duties in the maintenance, repair, and operation of mechanical and electrical equipment required for the continuous operation of water and wastewater pumping stations, treatment facilities, and related pipelines and facilities.

Pump and Motor Technician II is the advanced journey level class in this series, with incumbents performing the full range of assigned duties which includes the more difficult and complex maintenance, repair, and operation of mechanical and electrical equipment required for the continuous operation of water and wastewater pumping stations, treatment facilities, and related pipelines and facilities.  This position is distinguished from the Senior Pump & Motor Technician, which serves as a lead worker for the department.

TYPICAL QUALIFICATIONS

Ideal Candidate

 

Already has a current CWEA Mechanical Technologist certificate;
Has prior mechanical maintenance experience with a water or wastewater agency;

Knowledge of:

Equipment, techniques, and procedures involved in the maintenance and repair of potable water pump stations, altitude control valves, pressure reducing/sustaining/flow control valves, water reclamation facility, sewer lift stations, and related facilities and equipment;
Mechanical principles related to the maintenance and repair of pumps, electric motors, gas and diesel engines, valves, and related equipment and appurtenances;
Safe operation and maintenance of a wide variety of equipment, hand and power tools, and machinery used in the work;

Education & Experience

Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying.  A typical way to obtain these knowledge and abilities would be: graduation from high school or equivalent. Water or wastewater coursework desirable, and;

Pump and Motor Technician Assistant: one year of mechanical maintenance work experience required.
Pump and Motor Technician I:  Two years’ experience in the operation, repair, and maintenance of pumps, electric motors, and industrial engines in a water or wastewater agency or equivalent required.
Pump and Motor Technician II:  Three years of experience in the operation, repair, and maintenance of pumps, electric motors, and industrial engines in a water or wastewater agency or equivalent required.

Licenses, Certificates, and Special Requirements

Possession of, or ability to obtain, a Class C California driver’s license, and a satisfactory driving record;

Pump and Motor Technician Assistant: Possession of a California Water Environment Association (CWEA) Plant Maintenance Technologist Grade I is desirable; possession of a State Water Resources Control Board (SWCRB) Water Distribution Grade 1 (D1) desirable.

Pump and Motor Technician I: Possession of a SWRCB Water Distribution Operator Grade 1 (D1) certificate required; possession of a California Water Environmental Association (CWEA) Mechanical Technologist Grade I certificate is preferred.

Pump and Motor Technician II:  Possession of a SWRCB Water Distribution Operator Grade D2 certificate required; possession of a CWEA Mechanical Technologist Grade II certificate highly preferred.
