This single incumbent supervisory class is responsible for overall management of the development services department, including planning studies, development projects, and environmental compliance, including supervising assigned staff.   This position reports directly to the Director of Engineering.  It supervises staff in the Development Services department, including Technicians and Assistant/Associate Engineers.

 

IDEAL CANDIDATE

  • Strong leadership skills, prior experience in mentoring & training staff of different levels; employee performance management experience;
  • Hydraulic modeling experience; prior experience in development design; constructability knowledge;

Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be: Bachelor’s degree from an accredited college or university in civil, environmental, or another related engineering field, and; four years of professional-level engineering experience in the planning, design, construction, or maintenance of water distribution facilities and/or wastewater collection, treatment, and reclamation facilities required, with at least one year in a lead role preferred.  Must possess a current and valid California Professional Engineer’s license.  An American Water Works Association (AWWA) Water Audit Validator Certificate is highly preferred.

 

AWP Mechanical Technician

The East County Advanced Water Purification Program is looking for a mechanically inclined, driven, self-starter to be our next AWP Mechanical Technician.

Incumbents are responsible for overseeing and providing maintenance for a 16 MGD Water Reclamation Facility (WRF), associated Solids Handling Facility (SHF), Energy Recovery Facilities (ERF), a 12.5 MGD Advanced Water Purification (AWP) facility, appurtenant wastewater pump stations and conveyance facilities, product water pump station and conveyance facilities, and remote dechlorination facility.
Essential Duties
1. Provide scheduled maintenance inspections and repairs. Maintain a record of service cycles and other maintenance activities conducted. Maintains preventative maintenance records, reports, and files as required. Coordinates with Supervisor and Planner/Scheduler to perform and document work daily.
2. Performs basic plumbing, masonry and carpentry maintenance.
3. Performs routine heating, ventilation, air conditioning (HVAC), boiler and mechanical duties, inspecting, installing or replacing filters, pumps, motors, controls and preventative maintenance.
4. Maintains safety and security of AWP Facilities, inspecting, securing, or replacing fence material, barbed wire, razor wire, pedestrian gates, vehicle gates, vehicle gate motors, camera systems, and access control systems.
5. Oversees and performs maintenance, repairs and construction of irrigation systems including timers, pumps, pressure regulators and electronic valves.
6. Oversees and performs maintenance, repair, construction, general housekeeping and cleaning of building/facilities including HVAC, plumbing, doors, floors, windows, walls, lighting, laboratory and associated appurtenances.
7. Repairs, maintains, installs, inspects, troubleshoots, and adjusts a variety of mechanical equipment at treatment facilities. Equipment includes pumps, blowers, centrifuges, compressors, scrapers, hydraulic controls, rotary drum thickeners, collectors, boiler systems, grit handling systems, gear boxes, belt, chain and screw conveyors; flare and related equipment.
8. Performs mechanical maintenance, repairs, and rebuilding of shop, field and plant equipment used in wastewater and advanced water treatment plants, pump stations, chemical feed systems, and collection systems. Maintains, installs, inspects, and repairs a variety of pumps, such as centrifugal, positive displacement, and screw; services, lubricates, and maintains chemical feed and processing equipment; determines excess wear and pump efficiencies’ follows preventative, corrective, and predictive maintenance practices.
9. Maintains, installs, inspects, and repairs piping and tubing systems; installs, removes and repairs larger pipes and valves; modifies or assists in modifying existing piping systems.
10. Uses hand and power tools such as grinders, saws, jacks, welders, hydraulic presses and pullers, pipe threaders, assists with inspection, testing and measurement of equipment and material using precision instruments such as scales, height and depth gauges, calipers, and micrometers of various types.
11. Uses personal computer to perform computerized maintenance management (CMMS) tasks and specialized functions as directed.
12. Prepares and paints plant equipment, pipes, tanks and structures.
13. Plans, coordinates, constructs/installs small and large pumps, motors, valves, and appurtenance.
14. Performs planning tasks, keeps records of work performed, and provides estimates of labor and material necessary for the performance of the work. Conducts research on asset repair/replacement prices and supplies as directed.
15. Performs operational tests on motors, valves and pump stations to determine the condition of equipment.
16. Performs warehouse functions including storing, palletizing/depalletizing and issuing of material; check stock levels to verify inventory. Maintains spare parts, inventory records, records receipt and issuance of stock. Delivers materials and parts as required.
17. May serve as a member of the confined space rescue team and be SCBA Certified.
18. Coordinates with supervisor, and Planner/Scheduler to perform and document work daily.
19. A Mechanical Technician in Grade 25 is considered a lead employee and will coordinate assigned workload within the maintenance group for their assigned shift.
20. Performs other duties of a similar nature or level, as assigned.

3. Grade 1 or higher California Water Environment Association (CWEA) Mechanical Technologist Certification within 1 year.
4. In order to be promoted to Grade 25L, a California Water Environment Association (CWEA) Mechanical Technologist, Grade 3 is required.
Supplemental Information
As part of the East County Advanced Water Purification Project (ECAWP), Padre Dam is entering into an Administrative and Operating Services Agreement (Agreement) with the East County CAWP Joint Powers Authority (JPA). Padre Dam, as the contracted Administrator and Operator, will provide management, administrative, operations, maintenance and similar or related services for JPA owned ECAWPAWP facilities. The Administrator and Operator functions will require Padre Dam to hire additional personnel for the development period of the project, or until the Agreement to provide those services is otherwise terminated or not extended. Once the Agreement is terminated or expires, Padre Dam will no longer need the additional personnel and will no longer have the funding to support additional personnel. ECAWP Project Funded Employees will be specifically hired as employees for the duration of time that the District is providing Administrative and Operating Services, but those employees may perform any work for the District within their employment classification, not just work under the Agreement. ECAWP Project Funded Employees will be provided the same rights and benefits as other Permanent Padre Dam Employees, and be hired into the same classifications with the same salaries, except with respect to termination of employment if Padre Dam ceases to provide Administrator or Operator services to ECAWP. The current Agreement is for a period of approximately ten years. External applicants will be considered contract employees.

Utility Worker

Padre Dam Municipal Water District is seeking a Utility Construction Worker with strong work ethic, excellent communication skills and eagerness to learn to be a part of our valued workforce!

Incumbents are responsible for installation, repair and maintenance of water and sewer systems and related components.  Duties may include: working alone or as a member of a crew in installing and repairing water services and fire services; maintaining mains and valves; installing and repairing sewer mains and laterals; performing maintenance of manholes, mains and laterals; maintaining and repairing recycled water pipelines; performing wet taps on mains under pressure; performing basic maintenance of pump stations, reservoirs, valves, sewer trunk lines, force main, lift stations and influent pump station; operating equipment as assigned including the closed circuit television truck and vactor truck; responding to and performing emergency repairs for water and sewer problems; removing and replacing concrete and asphalt; constructing walls and fences; performing general yard cleanup; and, repairing damages resulting from vandalism.  Incumbents in this class may be required to work flexible hours and/or extended work shifts including weekends and holidays, work a rotating one-week standby shift, and respond to after-hour calls.

 

Essential Duties

1.    Performs utility construction and maintenance repair activities to include: installing and repairing water services and fire services; maintaining mains and valves; installing and repairing sewer mains and laterals; performing daily maintenance of mains and laterals; maintaining and repairing recycled water pipelines; performing wet taps on mains under pressure; and, performing basic maintenance of pump stations, reservoirs, and valves.

 

2.    Operates equipment as assigned by crew lead or supervisor in performing utility maintenance repair activities.  Equipment may include dump trucks, vactor trucks and closed circuit television truck.  Assures all equipment is ready, operable and inspected prior to day’s assignment.

3.    Performs daily cleaning maintenance on all sewer lines, trunk lines, pump and lift stations and manholes.

4.    Does confined space entry, hazardous gas testing and all other duties and responsibilities of the competent person on confined spaces (if selected for Confined Space Rescue Team)

5.    Read and interpret physical and online web/app based water and wastewater infrastructure maps.

6.    Inspects sewer manholes and sewer easements in open fields and canyon areas, keeping sewer system components well marked, maintained, above ground and visual.  Locates and maintains all sewer manholes with sewer system.

7.    Backfills trenches; removes and replaces concrete and asphalt as required when performing utility maintenance activities.

8.    Performs a variety of other maintenance activities which includes constructing walls and fences; performing general yard cleanup; and repairing damages resulting from vandalism.

9.    Responds to and performs emergency repairs on water, recycled water, and sewer problems.

10. Sets up and removes traffic control equipment, performs traffic control flagging.

11. Responds to after-hours calls. Responds to after-hours emergencies.

12. Performs other duties of a similar nature or level.

Note:  The utility worker position is broad band, and the department policy has always been that a promotion through each grade is not automatic.   Each employee must demonstrate proficiencies at each grade on a consistent basis before a promotion is recommended.  The utility worker will be required to demonstrate proficiency in a salary grade before a promotion will be considered. Ultimately, the recommendation from the supervisor will require approval from both the department head and the General Manager.

Licensing Requirements:

1.    Valid California Driver’s License: Class “A” required within one year of hire. Class A must be maintained through employment.

2.    At least a minimum of one of the following licenses or certificates:

1.    Water Distribution Operator Grade 1 certificate from the State Water Resources Control Board within one year of hire. Grade 2 is preferable.

2.    CWEA (California Water Environment Association) Collection System Maintenance Grade 1 certificate required within one year of hire; Grade 2 is preferable.

3.    Grade D2 and/or C2 are required to move into higher Utility Worker salary grade levels.

Lead Water System Technician

Opportunity: Under general supervision of the Public Works Supervisor, the Lead Water System Technician, leads, coordinates, and performs a variety of skilled and semi-skilled maintenance, customer service, and repair assignments involving installation and maintenance of water distribution and service facilities, as well as associated wastewater facilities. The Lead Water System Technician is to work independently or direct and assist in the work of an assigned crew. This includes providing work direction, instruction, training, and guidance to employees and developing new procedures and methods for accomplishing the work in a safe and timely manner. Additional duties include the contractual review and inspection of work performed by contracted employees that maintain the Tribal water and wastewater utilities infrastructure. This person will conduct business in a professional and cordial manner that will uphold the integrity and reputation of the Rincon Tribal Government. This position maintains a thorough working knowledge of and adheres to tribal policies, regulations, and procedures.

Job Responsibilities

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Perform leadership duties, including assisting in the planning, assigning, and evaluation of the work of subordinates, giving recommendations on discipline, and providing training as required in support of the Public Works Supervisor. Provides input to Public Works Supervisor on assigned crewmember performance and other employee related matters.
  • Provides day-to-day field leadership and works with staff to ensure a high performance, customer service-oriented work environment, which supports achieving Public Works Department objectives and service expectations; provides leadership and participates in programs and activities that promote a positive employee relations environment.
  • Provides training by demonstrating and instructing Utilities Crew Workers in a wide variety of skilled and semi-skilled tasks by proper means and methods for the installation and maintenance of domestic water systems, roadwork, erosion control and the operation of light and heavy equipment.
  • Coordinates, plans, and performs repairs to water mains, service lines, and water meters. Determines and marks the location of water line systems prior to excavation.
  • Assist with the designs of water line layouts for new property development and installs new lines and appurtenances as designed.
  • Coordinates, plans, and performs vegetation management activities, as needed, to eliminate hazards to vehicles and pedestrians, including in public rights of way, storm-water drainage structures, pedestrian corridors, parks, and other open spaces.
  • Assists with the design of erosion control to aid in developing strategies to implement permanent and temporary erosion control treatments that will sustain soil, water, and vegetation.
  • Leads and controls through Utilities Crews engaged in water and wastewater infrastructure maintenance, and related infrastructure including written and computerized records of work performed.
  • Leads and directs hydrant and valve maintenance and testing, including but not limited to painting and flushing.
  • Diagnoses and corrects utility problems when possible; contacts Public Works Supervisor to establish contacts with outside contractors to repair utility problems when necessary.
  • Assists with preparation and development of project estimates for Utilities related projects.
  • Coordinates availability and transportation of tools, equipment, and materials for scheduled projects; conducts and documents tool, equipment and materials inventory, aspects of procurement & purchasing, and maintenance.
  • Trains assigned staff in proper work and safety methods, techniques, and requirements to carry out work assignments, including conducting and documenting necessary forms.
  • Prepares and maintains proper traffic control to ensure safe conditions for the public and Utilities Crew Workers.
  • Safely drive and skillfully operate power equipment and hand tools involved in maintenance, repair, and construction activities – such as a variety of hand and power tools, vehicles, and light and heavy equipment related to assigned area.
  • Inspects at frequent intervals, performs maintenance and minor repair of assigned equipment, and reports the need for more difficult mechanical repairs. Maintain and establish reorder points on small equipment, hand tool, parts, material inventory, and aspects of procurement and purchasing.
  • Respond to emergency calls, including working varying hours, weekends, holidays, and unscheduled days as required.
  • Assists and performs water and wastewater system maintenance and management as needed.
  • Attends Tribal sponsored functions; works with a variety of outside contractors; responds to after-hours callouts as assigned.
  • There are multiple deadlines associated with this position and the employee may be required to work long hours or weekends when necessary to reach goals as approved and directed by the Public Works Supervisor or designee.

Inspection Supervisor

Padre Dam MWD is seeking an experienced Construction Inspector for a Supervisor Position in our Engineering Department.

Under general direction of the Engineering Manager-Development Services, the incumbent is a working supervisor and responsible for the construction inspection of Private Development facilities, District wide facility location, and supports the construction management of Capital Improvement Facility projects.  Provides leadership and supervision across multi-functional groups, performs a full range of services, many highly complex and sensitive in nature, related to facility inspections, engineering projects and other services.   Duties include:  planning, assigning, guiding and supervising work; training staff; collaborating with stakeholders from other departments, legal counsel, and other organizations to accomplish workgroup, department and organization objectives; ensuring quality control and compliance; preparing and administering of responsible budgets.

Essential Duties

1.      Supervise staff to include:  Assisting with goal setting, assigning and monitoring work, training or ensuring staff are trained, setting performance standards, conducting performance evaluations, resolving conflicts, coaching staff, reviewing and approving time sheets, and making hiring and disciplinary recommendations.

2.      Supervise and participate in developing and implementing plans, work processes, procedures, and work standards to attain annual goals and objectives.

3.      Provide day-to-day leadership and work with staff to ensure a high performing, customer service-oriented work environment that encourages employee involvement, continuous improvement, and innovation and promotes alignment with organizational goals and values.

8.      Coordinates project activities with inspectors, locators, operations staff, engineers, developers, contractors, and other governmental agencies and enforces project conditions for private development projects.

9.      Works with legal counsel, other organizations, property owners, organizational stakeholders, and other departments to resolve project issues to meet standards as they arise.

10.  Responds to and resolves customer inquiries and complaints; researches and responds to customer account questions and/or concerns.

11.  Reviews Development and Capital Improvement plans/details, submittals, specifications, contact documents, and soils/compaction reports.

12.  Develops and implements inspection plans; confers with Padre Dam inspectors, operations staff, engineers and contractors regarding work or materials that deviate from plans and specifications and ensures that approved corrective measures are applied.

13.  Provides constructability reviews of proposed District Capital Improvement and Private Development projects.

14.  Oversees and provides direction to staff on locates and mark-outs ensuring compliance with applicable related performance requirements and continual use and advancement of locates tracking tools including GIS.

15.  Provides coordination and schedule compliance with Contract Inspection Services and Construction Management Services provided by District staff and District Consultants.

16.  Inspects and approves private developer and Capital Improvement Projects contracted construction projects relating to earthwork, concrete, masonry, pipeline, steel fabrication, welding, manholes, outlet assemblies, valves, meters, structure pipeline, steel tanks, pump stations, lift stations, paving, and landscaping.

17.  Assures that staff maintains records of progress and details of construction work and maintains daily reports and project record drawings.

18.  Performs construction management activities to include preparing daily progress reports, extra work and change order requests, writing related correspondence, authorizing progress payments, accepting work on behalf of Padre Dam, signing off on projects, and responding to after-hour emergencies.

19.  Reviews survey data and procedures to see that line, grade, and locations have been properly established and that they are adhered to during construction.

20.  Monitors the disinfection / chlorination of facilities and ensures BMP’s are in place for water discharges.  Ensures discharges comply with permit and state regulatory requirements.

21.  Coordinates and monitors project specific required testing including but not limited to, hydrostatic testing, holiday testing, cathodic protection, and other applicable testing in conformance with District standards.

22.  Sets and demonstrates inspection and location standards.

23.  Provides review of material submittals, pay requests, requests for information, construction change orders, and tracks these items.

24.  Maintains databases to track construction documents and monitor the approved process.   Provides reports as requested.

25.  Project and Construction Management may also include management of external consultants and contract management associated with Capital Improvement Projects.

DEFINITION

Under the direction of the Chief Plant Operator, performs a variety of skilled plant operation and repair work in a lead capacity; and performs related work as required.

CLASS CHARACTERISTICS

The Lead Plant Operator performs advanced level plant operations, requires little supervision and directs the activities of other plant operators on his/her shift. Incum­bents are regularly assigned to train lower level personnel in the performance of specified work.  Positions at this level perform work which has considerable variation and which requires the application of judgment in the selection of appropriate work methods, materials and procedures.  In­cumbents receive general instructions when tasks are as­signed and are expected to determine the appropriate proce­dures and materials necessary to complete the project unless significant unanticipated problems are encountered.  Incum­bents at the Lead Plant Operator level assign, check, guide, correct, train and participate fully in the work of subordi­nates.  Incumbents do not hire, evaluate or discipline sub­ordinates.   Incumbents are expected to advise the supervisor of staff performance problems observed.  This position is obtained through certification, training and experience.  There are only two authorized Lead Plant Operator positions.

JOB SUMMARY:

Under the general supervision of the Engineering Services Manager, performs a wide variety of technical, paraprofessional, and professional civil engineering-related work; and performs related duties as assigned.  This is a technical leadership level class and responsible for independently performing professional level engineering work related to development and capital projects.  This position may act as a lead in coordinating the work of engineering support staff and as a technical support to other departments.

REQUIREMENTS

Engineer I – This position requires a bachelor’s degree from an accredited college or university with a major in civil engineering or closely related field; two years of experience in professional engineering support work for a public agency or in an engineering firm that requires extensive customer contact; and an Engineer-in-Training (EIT) certificate issued by the State of California Board of Registration for Professional Engineers and Land Surveyors.  An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered; however, both the bachelor’s degree and EIT certificate requirements must be met prior to advancing to “E” step.

ESSENTIAL FUNCTIONS:

1.         Performs project duties including water system design, cost estimating, coordination of scheduling between public agencies, developers, contractors and engineers, contract oversight and compliance tracking of various District, private development and public agency projects.

2.         Designs and drafts plans and schematic layouts for various District construction projects.

3.         Checks and processes improvement plans, grading plans, subdivision maps and engineer’s cost estimates to ensure compliance with District standards.

19.       Prepares revisions and updates District Procedures and Specifications for approval by the Engineering Services Manager.  Assists in the preparation of cost projections for the department budget and monitors expenditures.

20.       Inspects work of contractors making connections to the District’s distribution system.

21.       Performs field surveying using manual and electronic instruments to determine points, lines, elevations and distances for property right of way, design, construction and topography.

QUALIFICATIONS:

1.                  Demonstrated Knowledge of:

Principles, practices, methods and materials of civil engineering support work, including mapping, drafting, design and specifications, estimation and construction as related to District systems.
Engineering mathematics, trigonometry, fluid mechanics, closed conduit and open channel hydraulics, and fundamentals of geotechnical engineering.
Computer aided drafting (AutoCAD), geographical information system (ArcGIS), and hydraulic modeling software.
Data collection and analysis methods.
Standard office practices and procedures.
Surveying principles, practices and equipment.
Operation of standard office and engineering equipment, including computers, calculators, reproduction equipment, drafting tools, and related equipment.

DEFINITION

Under direction, plans, supervises, and reviews the work of staff performing mechanical and electrical maintenance and repair duties for water and wastewater systems, such as water pump stations, sewer lift stations, and wastewater treatment plant equipment; oversees maintenance schedules for pumps, electric motors, and electrical instrumentation; personally performs work supervised; develops and implements department goals, policies, and procedures; assists in budget development and implementation; performs related duties as required.

CLASS CHARACTERISTICS

This is the first-level supervisory position responsible for overseeing mechanical and electrical maintenance of water and wastewater systems, including water and wastewater facilities. The role involves supervising assigned staff, setting departmental goals, establishing staff expectations, scheduling work, assigning tasks, and evaluating employee performance to ensure efficient and effective operations.

SUPERVISION RECEIVED AND EXERCISED

This position is supervised by the Assistant Operations & Maintenance Manager.  This position supervises the Pump & Motor Technician series and Electrical/Instrumentation Technicians.
ESSENTIAL FUNCTIONS
Essential functions include, but are not limited to, the following:

  • Plans, assigns, supervises, reviews, and evaluates the work of assigned staff; provides staff training and development; assists in the selection of staff; reviews work for accuracy and compliance with department standards; studies and standardizes procedures to improve department efficiency; participates in necessary disciplinary actions; writes performance appraisals; ensures high level of customer service; provides assistance to staff in resolving problems; ensures safe work methods are followed and appropriate safety precautions and equipment are utilized; and conducts safety meetings.
  • Develops, sets, and implements department goals; evaluates work methods and operations for efficiency and effectiveness; institutes changes in work methods and priorities as needed; assists in developing the department budget and monitors expenditures.
  • Utilizes Computerized Maintenance Management System (CMMS) on a regular basis; prioritizes and assigns work and service orders; oversees the entry and completion of work and service orders in system; reviews staff entries for accuracy and completion.
  • Oversees mechanical and electrical maintenance schedule; coordinates projects with other District departments and contractors; arranges for contractors and other vendors as necessary; reviews project plans and drawings, making changes based on field observations and operational problems; inspects projects in progress and upon completion; provides technical advice and assistance on problems and/or unusual situations; estimates time and material costs; requisitions supplies and equipment.
  • Maintains records and writes a variety of reports and memos on work performed, materials and equipment utilization, and vandalism; maintains daily and monthly reports.
  • Coordinates work with other agencies, divisions, and sections; responds to questions and complaints from the public and other agencies; responds to emergency situations.

Education & Experience

 

Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be high school graduation or equivalent, and four years of experience performing mechanical and/or electrical repairs and maintenance of equipment and facilities which included large capacity pumps and motors. Experience in performing repairs and maintenance of water distribution or wastewater collection systems is highly preferred.  Two years of experience in a supervisory or lead role is required.

Licenses, Certificates, and Special Requirements

  • Possession of, or ability to obtain, a Class C California driver’s license, and a satisfactory driving record.
  • Possession of a State Water Resources Control Board (SWRCB) Water Distribution Grade 2 (D2) is required.
  • Possession of California Water Environment Association (CWEA) Mechanical Technologist Grade 3 OR Electrical/Instrumentation Technologist Grade 3 is preferred.
